If your tall patio heater has very low or no gas flow even with a full propane tank — and a regulator reset didn't fix it — the regulator needs replacing. The regulator controls gas pressure from the tank to the burner. Over time it wears out or gets stuck in safety lockout permanently.

Try the reset first (free fix): Turn off the tank valve, disconnect the regulator, wait 30 seconds, reconnect, then open the tank valve slowly. If this doesn't restore gas flow, replace the regulator.
